The University doesn’t submit dissertations to ProQuest. That is done by the author (you).
Begin the process by going to the ProQuest submission site. Fill out the required information and submit your thesis. This must be done within a semester of your graduation.
It will not appear in Proquest until the Graduate School approves it in Proquest. They do this in batches so approval is not immediate. Be sure to contact the USC Thesis Center Advisor.so that they can approve it. They do not receive notifications from Proquest.

When you upload you will have several types of publication to choose from. If you want your dissertation to be available via Google searches, make a selection that is “search engine enabled” to ensure Google indexes it. Most types of publication are free. Others may require a fee – for instance to provide royalties to you when others use your dissertation. Nearly all the publication types allow researchers and potential employers globally to discover your dissertation even if you decide to restrict the full text access to it.
After you’ve uploaded to ProQuest, your submission must be approved by the Thesis Center Advisor in the Grad School. That approval is really only to confirm your submission is a bona fide USC thesis/dissertation. The Advisor normally approves ProQuest batches as frequently as once per week. If you want to find out more specifically about that approval, check with the Thesis Center Advisor (thesisdc@usc.edu) after you have submitted to ProQuest.
Google periodically crawls the USC Digital Library, and so should ultimately index your dissertation for Google Scholar automatically. If you want it to be in Google Scholar sooner, you can add citation details of your dissertation, including the URL and DOI, after creating a profile in Google Scholar.
